Oh my gosh, I know how you feel! I remember how confused, alone and lost I felt when I first arrived here. I live in a small village in the south of France and the first thing I did was go to the mayor and had a chat. The French are extremely helpful and nice if you make the effort as well, but I have to admit they are also very private and guard their privacy. Making friends is going to be tough. The mayor actually was impressed by me even though my communication skills left much to be desired and he recommended me to some people for jobs. Once I started working I picked up the language very fast and my co-workers were admirable and patient. As far as bureaucracy, well I think even the French are a bit lost at times, but as I said they are usually patient and willing to help. You did not say what it is you are confused about, so I cannot help you specifically with that. Hang in there, enjoy it and learn the customs and etiquette. Thank goodness for the internet and webcam! I am in constant touch with my family and visit all the time. Just to see them online and talk and sometimes even whine a bit picks me up and makes me feel better.

If you google "expats in France", "Brits in France" or "Americans in France", you'll find lots of websites and forums:

As Katya said, there are regional groups too. And as someone else suggested, don't be afraid to make the first step with the French (they won't because they are more reserved), it will pay off. I know they can be intimidating because they don't smile much at first but speak first and you will notice that after a minute or so they will smile and be very helpful and chatty. Especially if you are in a village or small town. In a city, speak to your neighbor or local café owner or waiter and ask a specific question about something you need help with. They will soon want to help you with everything else. Good luck!
