To become French :
"By naturalization
Foreigners can be naturalized if they can prove residence in France during the five preceding years of the request.
A person which does not reside in France at the moment of the firm of the decree cannot be naturalized.
For residence it is understood a fixed residence that present a stable and permanent character, coincident with the centre of material interests and family bonds .
Children of those people who acquire french nationality become french with full rights if they have the same residence as their parents."
So you have first to live in France for five years. To do that you need a visa, either to come to study or to work, in both case you have to prove that you or your parents have enough money to pay for your stay and your studies and for the taxes which allows us to enjoy cheap (not free) health services. You also need to prove that you can speak French.

Contact the nearest French Embassy or consulate (possibly even on the web here) and ask for the proper procedures to follow. PS: you might also try Canada and England, among others. They also have Universal medicare. |
