For hotels, use the web site below. It's based in Europe (Italy) and has more participating European hotels than the American web sites others have suggested. I have used Venere and found they are trustworthy.
For flights, my favorite site is Kayak. I tried it with Tehran as the origin and Paris as the destination and it turned up a couple hundred flight choices. Kayak doesn't sell the airline tickets to you; it provides a link to the site that is offering the fare shown.

check out travelocity or priceline i use priceline all the time, use name your own price you can get up to 50% off. I got a 4 star hotel for 59 a night.
