How does one book hotels in france, and what is the guarantee of ratings?

Ratings really vary. A 3* hotel can be anything from basic but clean, to quite comfortable.The tourist office is a good official place to start.
If it's Paris,and you want good value for money I recommend Paupers Paris, or the Rough Guide. If your French is up to it, the French often use the "Routard" guide. Otherwise, once you arrive, it's quite normal to ask to see the room before you agree to take it.
Also ask if the "petit déjeuner" is included in the price. If it's not, it's fun to find a local café and change every day.

Phone Air France and speak to one of their people they are really helpful. The hotels that they recommend have all been checked out by them and they will give you the good and bad points and you will get a discount. Last time I went to Paris I phoned them and got a 4* hotel for 50 euro per night.

You could use an online service like www.travelocity.com or www.hotels.com, but those dont really provide that great service, and the ratings arent always guaranteed. If you are serious about this trip, I'd suggust finding a local travel agency. It might cost some more money, but trust me, it WILL be worth it.
