I just went to Paris for the break and when people found out that me and my friends were american they were happy to help us out and sometimes would start dancing and singing.
If you go to a tourist spot the people will know some english. If you go to really popular store like H&M (or expensive ones) like LaFayette the people will definitely know (some) english.
I didn't take a taxi when I went. Me and my friends walked and took the bus everywhere.
So French people do not get mad at you for speaking in English and some are actually nicer. As long as you have a good vocabulary or know some key words and can do some type of sign language you will be okay.

Yes even if your French is bad you should try to speak a little, and you will see that people will be magically friendlier.
Many people in France know some English, so try French and then people will help you in English if they can.

LOL, it depends if you're lucky enough to meet open minded people. My advice is to start by trying in French, just learn some key words, and then when they see you're making an effort they will probably help you out or even try a bit of English.
Trust me the mistake you shouldn't make is to assume that they understand English and not even try French (you can even cary a pocket dictionary around).
