How is the area like in arr 13 & 14...Paris?

Would you recommend it as a good place to live Paris?

I am about to sign up for a course soon that has it's halls situated in the those arrondissements. Can you tell me if i should opt out of it and find better accommodation or is the area fine?

The ideal would be to have a room in one of the 40 'maisons' (houses) - depending on your nationality you would need to apply directly to the appropiate house.
I personanally don't like the 13th arr. - cheap housing has attracted a lower social ranked populace. The 14th is nicer and more expensive.
A lot of students live in the 5th arr. - lots of pubs and cheap eateries in a well-established village feel - but I would say all students living in this area are being subsided financially by their parents!!
When you are at Uni, its nice to be in a circular enviroment that gives you full bredth of the 'learning experience'. These are times that you should be able to look back with fondness - don't get stuck in a cheap nasty area - even if it means having a tiny bedsit, and live in a animated cool area.

Would you know where in the XIIIe & the XIVe ?
About price for rent both arrondissements are in the average-low of Paris, way cheaper than XVI VIII ....
I worked for 4 years in the XIIIe (in the late 90s) , close to Place d'Italie/la Butte aux Cailles and this is a very nice area, you might even feel like being in a small town.
XIIIe & XIVe have a lot of small bars and restaurants, they have open air market few days a week.
The streets around Denfert-Rochereau (rue Daguerre..) are also "fine" for that.

The area of the Cite Universitaire is the nicest campus of Paris.

Keep in mind that those 2 arrondissements are big, and it's difficult to own a car as it would be impossible to find a parking spot. But everybody use the subway .

I'd recommend to those arrondissements.

They're both fine, I don't see why you should opt out.

They are not the most desirable areas for tourists because they are not the most central, have fewer sites of interest and have mostly modern architecture but they are perfectly fine and cheaper to live in than central arrondissements. They are mostly quiet, less night life than some other parts of Paris.

So it depends what you like for a living environment and what you are looking for, as well as your budget.

However it's hard to tell because they are very large and within each arrondissement there are different districts. What is the address you are thinking of or the nearest métro stop?

EDIT: Well, of course if you could find a place next to Luxembourg or St-Michel-Notre Dame along RER B or in the Latin Quarter along the bus 21 route it would be ideal but since it's not that easy to find apartments in such desirable locations maybe you should secure the place you found in Place d'Italie. You can always change later if you find a better location. You only need to give the landlord your notice to move out: 3 months for an unfurnished place, 1 month for a furnished place.

From Place d'Italie you can either walk (10-15 minutes) to the University of take bus 67.

So if you have enough money and enough time before you go to find an apartment in the Latin Quarter instead of Place d'Italie, do that. If not, take the place d'Italie apartment. It's safe, it's just not as exciting as some of the more central districts.

The 13th and 14th are okay. They are less touristy than the more central arrondissements, and less expensive. There are some really nice, affordable cafes in those areas, too!

There's also a great mall there... centre commerciale place d'italie. It has lots and lots of stores and a cinema. Towards Rue Tolbiac there is a street market on Thursdays and Sundays. Very close metro stops. It's a great part of town.
