The answer is "it depends", as everyone is saying. However, if you want to call for free, contact your friend/contact in France and ask them to install Yahoo! Messenger with Voice or Skype and make a PC2PC call - the quality is just as good a telephone call (if not better) and it costs exactly $0. If your friend/contact doesn't have a computer or internet connect, try using a service like jajah.com, which will "bridge" your call over the internet (in other words, your home phone and your contact's phone will ring when you enter the phone numbers on screen) and you will save a ton of money. Bottom line: you can make calls for free if your contact has a computer, so why pay for phone calls if you can avoid it?
