If by nice city you mean the city of Nice, you can take a train and probably a bus too; I went by train.

Don't drive, anything but driving! Scooters seem to be the go in this part of France, or maybe a bus as the two cities are not too far from one another :)

From Monaco to Nice you can :

- take a helicopter from Fontvieille to Nice Côte d'Azur Airport in less than 10 minutes for about €70 one way.

- take the 4 roads that take you to downtown Nice (basse corniche, moyenne corniche, grande corniche or A8 highway). You can rent a car or take a bus. The scenic view is magnificent.

- take the train from Monaco Monte-Carlo station. It's a 20-25 minute trip for about 5€ one way. The view is nice too. You have 3 different stations in Nice, the one for downtown is called " Nice Ville ".

By train, is the easiest and cheapest way. Trains are every 15-30 minutes, the way is about 20 minutes and the ticket is 3-3.50 euros.
