To someone that you are not familiar with:
Vous ĂȘtes une tĂȘte de fromage

To a friend:
Tu es une tĂȘte de fromage

Either way it is not a particularly insulting sentence, and if you said it to a French person they would be puzzled and they would laugh.

Uhm...if you are trying to insult someone about being a cheese head:
" Vous avez l'air d'etre une tete de fromage"

Or if you just wanna go with slang:

Which basically means :
