Paris - Hotel Le Sevigne (in Le Marais - best area in Paris - cute, pretty, small, quaint yet happening) - small rooms but spotless, breakfast included, beautifully situated and steps to Metro (St Paul) - tons of cafes and boutiques right there, hip cute beautiful area - and very cheap!
Rome - Way too expensive! Stay on the Vatican side. Quieter and cheaper, without sacrificing quality. Most people want to be in the thick of it across the river, but really, it's so worth the money to get a nicer place for cheaper, and honestly, it's not incovenient at all - it's only across the water.
