You've just got to go for it. Don't worry about whether the tense is correct, or whether you may make a mistake. I've found there are always people to help you if you try. There are always people who won't but we have them in English as well.

You can find a french person living near you and exchange x hours of conversations in French agains x hours of .... (it's up to you, wether you can teach how to play the guitar with one's toes or something like that).

Just try it!
You nead some bases first, but then just speak with anybody.
I think it`s the same anywhere, people are always pleased to see that you try to speak the language, then they`re gonna be more patient...
And read! Newspapers anything!
And if you want to chat sometimes contact me, I can practice my english and you ur french!

go to a goof French restaurant in your area and start a conversation with someone that speaks french there.

I have an English friend who has lived in France for the past 10 or so years, my friend is a qualified teacher, and she makes her living teaching English to French business people, for the right financial inducement you could become a client, it might help her French to try to teach French to an ex-pat.
