If you are talking about a visit, just a passport. No visa required for a visit of up to 90 days. If the person wants a longe visit, up to 6 months, needs to go to U.s. embassy and aply for a B2 visa. If you are talking about immigration, it is a long , difficult, expensive process, usually takes several years. See site below to read about mmigration. See 2nd site for visitor visa info.

they need to get a passport and they need to go to the airport and ask questions on laws and stuff they also need to have a clean bill of health and also the money to pay for a ticket .

Just a warning, they need to have the latest kind of passport, with all the electronic gizmo (passeport biometrique avec photo numerique) or they will have to get a visa. Get that person to check if his or her passport is of the right sort.
