These are illegal south american immigrants who will then ask you for money to help their family, etc. There are a few of them who hang out on Champs-Elysées, and other main streets in Paris. They seem to know which people are tourists or foreigners and target them. You see the same ones days after day. I am not sure how they came to be in Paris. |

A decade ago to learn English, you had to attend costly English classes or purchase course material like tapes and books. Now you can learn English for free from the comfort of your home using the internet. The BBC and the British Council offer a number of online courses which teach written and spoken English. You can also improve your English by watching television programs and reading English newspapers. For more information, visit http://tinyurl.com/qnzpt |

They are the French polite people, seeing you are a tourist they tried to help you. |

They can be a mix of people. There are a large number of beggars in France, particularly around the tourist areas, who target tourists as they are seen as more gullible and naive. Also, it is VERY easy to tell who are tourists in Paris and who aren't (when I went to Paris, my brother and I went around guessing who else were tourists), particularly if they overhear you speaking English.
However, if you are at a restaurant, or such, and you initiate the conversation, they generally assume you can speak English, and will ask "do you speak English?" (or often will speak English without even asking, which is very annoying if you're going there to practice your French).
And of course, you get the tourists who are baffled by the whole French-language thingy. |
