Wait until you arrive to decide on the best neighborhood. You really have to get get settled and feel the place out. In the mean time, rent a furnished place for 1-3 months while you learn the ropes of Paris living. The natives who have already given you advice had excellent suggestions about locations. But, consider a temporary place first.

I have used LODGIS to find housing in the past. They have short term and long term arrangements and it's worth the fee to have them guide you through the process.

In some Paris suburbs, rentals are actually more expensive than in areas of downtown Paris.
This is typically the case for towns located near the Bois de Vincennes (Saint Mandé, Vincennes, Charenton) and the Bois de Boulogne (Neuilly, Levallois, Suresnes, Saint Cloud)

There are neighbourhoods which you can avoid inside Paris, typically in the North and North-East (Belleville, Barbes).

Rentals in the center (arrondissements 1 to 8) and some peripheral neighbourhoods (16th arrondissement, part of the 17th) are very expensive.

You should then concentrate on areas in peripheral arrondissements that have nice neighbourhoods. Here are some suggestions :
- 10th near the Canal Saint Martin
- 9th near the Grand Boulevards (in the back streets)
- 15th or 14th

There are other options, but you will probably need to discover the areas by yourself.

To give you a first idea, you should browse websites that have a good selection of rentals. I have included links below:

I would add the 11th and the 12th to that list. a bit more "popular" but certainly a good value for the money, well serviced by the metro, great restaurants and bars if that is your thing. Avoid the 19th and 20th as they are far.

Try to find out where you will go to work/school and find out what metro lines go there in about 30 mins, direct if possible. It is great to work in one place and live in another, you discover twice as much.

Unless you are there for a long time, I would say living outside of actual Paris isn't worth it. Sure it may be a bit cheaper but you will be missing the heart of the town. Nothing is better than walking the streets of Paris and discovering your quartier.

My dream would be to live in all 20 arrondisements of paris for one year a piece!

7th arrondissement. Where all the students live, it's vibrant, crime is relatively low. Just avoid the suburbs at ANY cost, it's the ghetto and the commute is like hell. You'll be much better off downtown. Get prepared to drop 1,200 euros a month on your apartment though.

I'd like to say the 5th or 6th Arrondisment if possible; perhaps you can find a small studio. However, my sense is it will be difficult to find something affordable. My advice is to tour a little and see what you like. I suggest you explore neighborhoods near the end of metro lines where the costs are less and access to the metro is still good.
