The whole point is that at present those people are living in ghastly conditions, under plastic sheeting, without water or sanitation, and feed themselves on vegetables they have taken from fields, or left overs out of dustbins, as it is forbidden to help them, even though the Secours Catholique is ignoring the instructions and brings them hot food and blankets illegally.
The proposals are to move them away from the shanty area, and offer mini-centres elsewhere where they would find elementary but humane facilities, and try to convince them that they cannot cross over illegally to Britain.
A lot of these people have been told by racketeers that once in Britain they would be OK and get subsidies and jobs. The French government is simply asking Britain to contribute help, find a way to inform these people that they are being exploited and are on a hiding to nothing, and repatriate them.
