@ andraia : getting a French identity card doesn't mean anything, I'm French and when I see what happens when France plays maroc Algeria or Tunisia in soccer I don't consider that those who booed the national anthem are French.

First of all THEY don' t consider themselves french , last time there was a soccer game between the french national team and the tunisian one in France (Saint Denis). North africans who were borned in France and are french citizen started booing our national anthem. (it happened two times before, France Algeria and France Marocco)
There was a survey for one french newspaper telling that 70 % of muslims consider themselves muslims and not french.

Its rather a complex question actually.
As a matter of government policy and long standing philosophy, immigrants who acquire citizenship are simply French. The French government forbids keeping statistics based on race and religion for this reason.
On the other hand, as a practical matter, France is not devoid of racial and ethnic discrimination and, at least to some Frenchmen, immigrants, especially non-white immigrants, are scorned as not being properly French without regard to their citizenship status.
Indeed, I have actually heard French people declare that President Sarkozy is "not French" and even "non-white" because he is of Hungarian descent (and yes I realize that this is totally bizarre).
Further, it is also true, as has been said, that some French citizens, especially those of North African descent, do not regard themselves as French.
EDIT: Apparently there are some people on this forum who continue to buy their heads in the sand and pretend that there is no racism in France...thus the "thumbs down"
That these people are wrong is amply demonstrated, and the absolute correctness of my response is proven, by the manifesto that was published today, authored by Yazid Sabeg and the statement of Carla Bruni-Sarkozy who stated "Our prejudices are insidious" and endorsed it.
To quote the Manifesto "The election of Barack Obama highlights via a cruel contrast the shortcomings of the French Republic, and the distance that separates us from a country whose citizens knew how to go beyond the racial question and elect a man who happens to be black as president." |

If they get citizenship, they become French.
Unfortunately, most native French people don't think that way, most of the time without even knowing it. We have a long way to French Obama, I can tell you. |

NO... they are considered algerians or africans or arabs or whatever.. but they are NOT considered French... AmeriKa is the only county with the "hyphen" nationalities... "Haitian-AmeriKan" or "Algerian-AmeriKan"... but if you live in any OTHER country... you will NEVER be considered a citizen of that country... because they don't have "Hyphen" nationals. |
