Service charge and VAT are included in the total price by law. You know exactly what your total outlay is when you get the bill. However if someone has given you good service, there is no law against giving them a personal tip which would be regarded as a small present.

give a tip if the waiter is nice otherwise don't, they won't be happy but who cares, maybe next time they'll be nicer.

Tipping is not customary and you should not feel obligated to tip. They include tip in the price. I have never heard of anyone tipping nor have I or any of my friends or family ever tipped at a restaurant in France.

If the menu or bill say "servis compris" then service is included and you needn't pay more. Otherwise a tip is expected between 10%-15% depending upon the type of establishment. The exceptions are bars and fast food places.

Yes it is!! I worked in several bars and restaurants in Paris and it used to drive us all crazy when we were not tipped.

A lot of guide books will tell you that it is not but this is untrue-about 10% is normal in a restaurant but more if the effort is made. In a bar at least leave the small change on the little plastic tray and if you are being served for a while leave about 10%.
