The essential feature of a cell phone is that it is mobile. A landline phone has wires arriving at a building, which connect to a telephone receiver. A cellphone, on the other hand, can be anywhere in the country. Particularly as you can buy a cell phone SIM card over the counter, walk out the store and insert it into a phone. No questions asked. You can take your phone anywhere. In fact, it can be in pretty well any country that has a roaming agreement with the operator. It therefore doesn't have an address.
The only thing you can do is call the number and see who answers. Call them with someone esle's phone, so they don't get suspicious by seeing a masked calling number and don't recognise the number.
