It must be; I grew up on it! Ate it while living there for 2 years, and will still have it here at home if the meat is fresh and of good quality.

Mmmh, yes it is, and as said above you can find it on many menus. I usually don't bother making them at home, you have to find a good butcher shop and there's none near my place, but I know plenty of restaurants with good meat and a deft hand at spicing.
For some reason it freaks out some tourists when they see someone eating a steack tartare. (wide sadistic grin). More for us.

I only get to Paris every couple years, but one of my first stops is Au Petit Fer Ă Cheval for s. tartare and fries. Excellent.
