Actually there is NO state law against drinking in the street or parks. Only being obviously drunk (and causing trouble as a result) in such places is forbidden.
Only municipalities can decide through an "arrêté municipal" to implement a 'no drinking in public places' law in their town. As far as I know, Paris doesn't have any such law. Everyone drinks champagne on the Champs-Elysées on New Year's Eve and a picnic without a bottle of wine is not a French picnic!
As long as you are not causing any trouble and not acting drunk, there will be no problem. |

If you have never been before, the space under the tower is vast, and there are grassy areas nearby where you could pic-nic. Hopefully, you will have a romantic companion...
Buy a cool bag, get some unbreakable plastic wine glasses, ice your champagne (and perhaps a blanket to sit on, and dress warm - it can be below freezing depending how lucky/unlucky). Then you can watch the fireworks burst over the River Seine.

there is nothing to do near eiffel tower, there is no fireworks, nothing to do.
But you can drink some champagne it's not forbiden, it's a french tradition by the way for new years eve.

I think it is technically not allowed, but on New Years Eve you can probably get away with it. I was there the year before last and people were drinking champagne near the Eiffel Tower and along the Champs Elysees. Make sure you wear something that you don't mind getting splashed - I didn't see it in person, but on the news I saw someone shaking up a bottle of champagne and spraying it everywhere. What a waste! |

In France, it's forbidden to drink alcohol in streets and parks. If you're unlucky and policemen in a bad mood, they can ask you 11 to 38 euros of penalty (? - i'm not sure for that word, sorry!).
So you can do it, there's really small chances for you to have problems. You really have to be un lucky to have problems with Police, but you have to know that it's not allowed!
Otherwise... drinking champagne near the Eiffel tower... what a great idea! Have a good time! |
