Haven't experienced any type of windy moments while visiting over there. It can be if weather season is shifting like it does in the US.

In the winter, there is often a stiff breeze. In summer, the air is often quite still.

Overall, wind accompanies clouds and rain, so the cloudier and rainier it is, the more wind. However, Paris isn't particularly known for wind or a lack of wind.

The Montmartre butte is considerably above the city of Paris and has traditionally received enough wind to justify using windmills for grinding and pressing. Most of the windmills are gone today, but it's still noticeably breezier up on the butte than down in the rest of the city.
