Not in the ordinary sense of the word. True, its very tall, but the term skyscraper usually refers to an office or residential building rather than a construction like the Eiffel tower.

Aside from a tiny apartment at the top which Mr. Eiffel built for himself and a few restaurants and other facilities for visitors, it exists just to be something to look at.

The Eiffel Tower is mainly a decorative monument. A skyscraper is usually a tall building in which people live and work. Nobody lives in the Eiffel Tower, and the only people who work there are the ones who deal with tourists during the day.

No its was built as a monument. It was built in 1889 for the Universal Exhibition and to commemorate the centenary of the French Revolution. It is a large iron tower that houses a couple of restaurants and now act as a tourist attraction more than anything else. It also hosts an antenna at the top which serves to broadcast radio and televison.
