Is the phrase "Il me tape sur les nerfs" used in France?

I heard that it's a Quebec saying and I'm not sure whether or not I should use it in my French coursework.

Yes we also use this in France.
It is not a very nice saying. You generally use it when someone is annoying you and when you are upset and angry.

It is definitely used and even though it's not rude, it's colloquial so not something you would want to use in a school essay or say to someone who is not a friend or relative.

It's the polite way of saying: "il me fait chier ce con!", yes, absolutely, it's a French expression. Here, in Lorraine, some people say "il me tape sur le schlips" (I like it, it's funnier).
