Is there a relationship between the first 2 digits of a phone number in Paris and the Arrondiesmemt it's in?

If a number begins with 01 is it in the 1st and if 06 it's in the 6th? Just wondering about that silly (0) 1 before the number. I can't figure out if a local call has 8 , 9 or 10 digits to the number you're calling either!

All French telephone n° start with zero (and have 10 digits) : after the zero, the number indicates a region !
Parisis 01, then, it's followed by 2 n°, for instance 45 which indicates a district inside paris (but difficult to find out unless you happen to live there or know people who live in a definite district !
outside Paris, you have 4 numbers : 02, 03, 04, 05, which corresponds to 4 different parts of france
l live in the south east of France (one of the 4 quarters of France) and all numbers here start with : 04
and then, 2 numbers indicate a more delimited region.

Always ten digits for a France to France call :

First digit is always 0, it means France.

The second digit is the region.

However :

06 is a mobile phone.

08 is a internet phone number

0800 is a special number, usually a pay number anywhere in France. You pay the normal operator charge, and you have a pay per minute surcharge by the owner of the number.

01 is for the Ile-de-France region (Paris and surrounding area). 02 is for for northwestern France, 03 is for the northeast, 04 for the southeast, and 05 for the southwest. As others have pointed out, 06 is for cell phones and 08 is for toll free or business lines.
