Learn french, summer in France?

My sister wants to go to France in the summer and learn french, she is a Non-native speaker which means she is learning from scartch. I was wondering if someone could recommend a program to learn french from scratch and be fluent by summer's end.

I suggest when she has got free time to have some private or summer lessons(not essential in France).
or in French:
Je suggère quand elle a l'heure libre d'avoir un certain privé ou été lessons.(Not essentiel en France).

There are many programs that offer summer programs in France. I would either go with a very reputable company that fits the length of stay for her. It is very hard to be fluent in French in just the summer starting from scratch. She would have to live sleep and eat in French right now until the summer. I would go with gseabroad.com, they have a great program in Paris where you stay the the Sorbonne. There is also elfca.com which I recommend. It is ran by many top quality french-english speakers on the French Riveria. It is more independent and she could stay with a host family or in an apartment. Those are just 2 of the great ones out there. Good Luck.

The best place to learn French is maybe by following the lessons given by the Alliance Française – the teachers are all very qualified and have a lot of experience, the schools often orgaise trips, the range of lessons available suit any need.
The Alliances are usually located in major cities, which would also mean that your sister would be able to enjoy the cultural life without feeling too obviously foreign, like she might in a smaller place.
Those schools can also help their students look for lodgings. Also, the classes always have students of mixed nationality, so they're a great opportunity to meet lots of interesting people!

Here on the riviera, almost every one can speak english!
Pubs, bars and restaurants, are full of english, aussie and NZ guys 'n girls (most of them are working on privates yachts or sail boats, or just living here), tourists from everywhere, speaking english all the time, all year 'round...difficult to speak any french this way !!
