My favorite hotel for the last 30+ years is the Hotel St. Andre des Arts. Basic but friendly and clean and very well located.

When are you going? If you're going before May, then that price range won't be too hard. Also, what kind of room do you need? Most 2 star hotels are within your price range.

My favourite hotel in Paris is Hotel Roma-Sacre Coeur, near the Sacre Coeur in Montmarte. I stayed there in May for 70 euros per night.

You can use the map or sort hotels on price at
http://www.travel-europe.org to find the best value for money hotel. It also has a rating of the hotels by customers who already stayed at the hotel also you can sort hotels on proximity to certain attractions or you can sort on all the zones (1-8) etc..
