If she's staying with a girl her age -- I'd suggest some sort of signature clothing as a gesture that can be worn or held for remembrance, in advance (believe it or not, like a NFL jersey from a nearby team... or something that says the name of the town/state nearby). Like NY Yankees jersey, if you're from the NYC area, Alabama football, if from that area, etc. Something like that. Because, I'd focus on the kids/youth of the family, as a gesture. My 2nd thought, would be again anything symbolic of where she's from, that makes sense to travel/give.

I hope she's focused on why she's going -- and the chance to absorb culture and dispel any nonsense they may have about American society (sex, drugs, rap music, dopey kids, war-hungry people). You're taking some chance, these days too, sending her to a place where every boy in a 20-mile radius will be interested (and many girls). Good luck.

Chocolates
Something British
A photo album that they can fill with photos of her stay with them

I would take something to represent your region or state. Be mindful of customs regulations as well as TSA rules, but if I (or my daughter) were going I would pick something that says "Texas". There's bound to be something that is a tradmark of your hometown or region that would be a novelty to them, particularly if there were a connection to France somehow (I'm thinking French colonies in Louisiana and along Mississippi River?)

Something symbolic of where you are from. Somthing they can then display at their home. Basically something tourists to your town would get. It does not have to be something expensive. Then when she leaves she can give another gift and as she will know them better it can be more personal.

When I visit Europe I usually bring something that is uniquely American. I visit Germany generally, but YYM. Here are some ideas:

Maple Syrup.
Something representing Native American Culture - a basket or wall hanging, sandpainting, etc.
Gospel, Jazz or Blues CD - preferably something not well known or local. Preferably something from Memphis, New Orleans, etc.
I sometimes bring Caribbean Rum, but that is not an option for your daughter.

Hope that helps.

If their are children in the host family bring them little toys or candies from America that they won't have there. Flowers would always be nice to give a family. I've heard of people making a dinner for their host family and it sounded really neat! Wish her the best of luck!

chocolates.

give something that is uniquely found in your own country, so that the host family in france will have an idea where your home is.

it would be nice if your daughter can explain what the gift is, why she has chosen it and maybe end the "speech" by saying she looks forward to finding stuff uniquely 'France" as well.
