There's over 1500 hotels and places to stay in Paris.
The best thing is to use a site like this one where you can narrow down you search by price, location and star rating.
http://www.hotelsenfrancais.com/France/Paris/
http://www.cheaperthanhotels.co.uk/France/Paris/
http://www.cheaperthanhotels.co.uk/France/Paris/Montparnasse/ - Montparnasse
http://www.cheaperthanhotels.co.uk/France/Paris/Montmartre/ - Montmartre
http://www.cheaperthanhotels.co.uk/France/Paris-Suburbs/ - Paris Suburbs
There are lot's of other regions , but this will give you an idea.
Generally , the cheapest places are in the poorer areas - but become more expensive closer to the tourist areas - stay outside a little , travel by metro and save a few Euros |

In general, the farther out from the city center, the more reasonable the accomodations will be. Also, Paris is quite safe outside of times when riots are occuring. Crimes there center more around pickpocketing rather than muggings or assaults.
I would strongly recommend finding an apartment, even for a short-term rental, than a hotel. It'll be considerably cheaper. There are lots of web sites. Here's one http://www.paristay.com/ |

She should contact the University as well because they should be able to give her information on student housing.
You can also check out CROUS which is student housing and more. |

Science PO has a special department to help international students find an accomodation during their stay : http://www.dessciences-po.fr/europe-centre/welcome_programme/index.php?option=com_content&task=view&id=24&Itemid=42&lang=en
And she may even get rent rebate :)
