Around this circle a wider ring - divided in Rue deTilsit and Rue de Presbourg -

The Arc de Triomphe is not on a street, but rather the largest roundabout in Paris, called La Place de l¨'Étoile. It is the center of a "wheel" the spokes being the avenues that branch out from it... They are:
Av. des Champs Élysées
Av. de Friedland
Av. Hoche
Av. Wagram
Av. Mac Mahon
Av. Carnot
Av. de la Grande Armée
Av. Foch
Av. Victor Hugo
Av. Kléber
Av. d'Iena
Av. Marceau
The main ones are considered to be Champs Élysées and Grande Armée. These are the largest avenues, and the ones that are seen from directly under the arch.

The Arc de Triomphe is at Étoile, a HUGE roundabout at the far end of the Champs Elysées from the Louvre. If you stand in the gardens of the Louvre, at the Place de la Concorde, at the Arch there, you can look all the way up the avenue to the Arc de Triomphe. It has been a few years, but as I recall, you can see the one from the other, even though it's pretty far.

There are something like eight lanes of traffic circling the Arch, and I have no idea what the other 7 or 8 streets are called.
