"In front or behind" makes me wonder if you mean culturally, gastronomically or just distance. I'll leave the culture question to others. I'm a feature writer for French Cuisine (on Suite101.com), so take this answer with a grain of salt (preferably Fleur du Sel): French Cuisine is the reference point for virtually all fine cooking in most of the world. Almost any culinary institute you can name starts with classic French techniques. Having said that, I wouldn't go to Paris for great Fish and Chips.
