No, it's not correct.
The right sentences :
Je t'ai demandé si tu voulais apprendre le français avec moi. Mais comme toujours (or comme d'habitude), tu ne m'as pas répondu.

Maxfres is right, the first sentence might be: je t'ai demandé si tu voulais m'apprendre le français (if you wanted to teach me french).

Your next sentence could be :
Ce serait gentil si tu pouvais me répondre. (It will be nice if you could answer me).

And you're sure you're going to have your answer :-)

That is what you wrote. I think you want this...

"J'ai demandé si vous vouliez apprendre le français avec moi. Mais pourquoi vous êtes-vous toujours trouvés et ne m'avez-vous pas répondus ? "

This means "I asked if you wanted to learn French with me. But why did you always lie and not answer me?"
