Hello

Your question is funny because it is a bit like where could I buy a cheap rolex. Louvre and Saint Germain are some of the most expensive neighbourhood in Paris so even a slum in there will be pricey.
Use expedia.com and try to get a good deal or pick a hostel.
The subway is very easy to use, in Paris you can do a lot of things on foot, you have to walk a lot if you want to enjoy the city and sightsee anyway so...

I don't know if this will hepl or not but the subway is hard to use if you dont know french very well!! and the Louvre when i was there 2 months ago was about 60 euros so that makes about 90 dollars a pearson!! and with that price you dont even get to see the Mona Lisa and that stuff.,.
