Sorry, I know this has nothing to do with your question, but I feel that I should mention that St Malo is actually in Brittany (Bretagne in french) not Normandy. People from that region are very proud of their breton heritage and they certainly let you know. I was just there, so I thought you might want to be aware.
As for tattoo parlors or piercing places I'm sure that there is someplace in the region for that. When you get there, I would go to the tourist center (ouside the walled city by the docks) and they might have some information.

I agree with the girl above me. St. Malo is a very very posh little beach town.. I don't think you would easily find a little tattoo parlour around. I was there 2 years ago, and I dont ever remember seeing one. Maybe 2 years later they may have one, but I kind of doubt it. Either way, I wish you the best of luck with your excursion!
