if you have paid the UK tax / duty on them , then NO.. depends on the amount also.
why would you want to , cigs in France are cheaper , so might as well buy them over there.

from the UK, you can come in france with 5 cartons of cigarettes (= 50 packs = 1000 cigarettes), and you wont need to declare or pay to the customs.
if you take more, you'll have to pay. in any case its strictly forbidden to take more than 10 cartons (= 100 packs = 2000 cigarettes).

The actual Personal Use limit between EC countries is 3200.
In general cigarettes are cheaper in France, but not all brands are available. So if you have a special brand, take them with you. The price dif is not as big as it used to be.
