Yes.

Indeed, that's one of the diabolical things about the VAT. Because its included the average citizen tends to forget just how much VAT tax he's paying.

The French are some of the most heavily taxed people on Earth.

Yes it is included inside. The VAT or TVA in French is 20.6% for retails goods. Only 5.6% though for restaurants ( except fast foods ).
