Yes, we had cell phones, bigger and heavier than the actual ones, with a little antenna at the top. As mentioned above things like camera, bluetooth and internet access did not exist yet. It was the same kind of cell phones you would find in the UK or the US at that time.

Yes, there were cell phones in France in 2000. Most users were by then using the GSM network. Nokia was the largest global supplier of cellphones in 2000 and therefore would have been a "typical" look of a cell phone.
