Winter can be very cold and wet. Spring and Fall can be cold and wet. Summer can be cool or hot and wet. Probably June or September would be the most pleasant. The advantage of July or August is that there are less Parisians in the city (they're off on vacation) so there's a lot less traffic. But few places have air conditioning, so when it's hot, it can be miserable.

I really enjoyed Parisian winters, but like someone else mentioned it is cold and wet. Braving the cold is well worth it, in my opinion, because it is breath taking at night when the city is all lit up. Not to mention the fact that is considerably cheaper to go there during the "off season" and there are less tourist. However, during the winter, some attractions are closed and lets face it,its f*cking cold, but if you are interested in a cultural experience winter is the best time because you are with tons of locals...then go back later for the other stuff LOL
