In 7 days you can accomplish many things in Paris and some surrounding areas. I would suggest keeping a hotel in Paris and only venture out of the city on bus tours to the Loire Valley where all of the good castles are located, Normandy and Mont St. Michel, and possibly Giverny if you are a fan of Claude Monet. As for Paris, the metro system is very cheap and if you plan on using it to its full potential, I recommend a Carte d'Orange which gives unlimited access to the subway for one week, except there is an extra charge for using the RER to Versailles which you must do. If the Carte d'Orange isn't to your liking, buying a Carnet, which is ten tickets at a time, is also very cheap. However, I would recommend a few hotels that are economical; Relais de Paris by Gare du Nord or the Arley Tour Eiffel near the Eiffel Tower which has a view of it.

France rail network is mostly electrified and goes to about everywhere in France, not just big cities but also a lot of small villages. You can generally visit by train and walking and there is usually a lot of hotels close to railway stations. Do it answer to your question?

If you're in Paris (I assume you will be) you can do lots of things just by taking the metro around. You can get an unlimited 5 day ticket at almost any station for 27E, which is eco friendly and wallet friendly. If I were you, I would take the metro to Palais Royal-Musee du Louve stop to see the Louvre, Pigalle to see Montmartre and the Sacre Coeur, Trocadero stop to see a great view of the Eiffel Tower, Chausee d'Antin La Fayette stop to go shopping, Franklin D. Roosevelt stop to check out the Champs-Elysee, and then walk toward the Arc de Triomphe and climb to the top to see a great view of Paris (You can also get to the top of the Eiffel Tower of course, but this is less expensive and much less crowded), and finally go to the stop St. Michel and hop on a Bateau Mouche for a great tour-by-boat! Hope that helps!
