If, unlike most of the French establishment, you actually want a real opinion then here goes...
There are far too many people being paid by the state in France, if they sacked half the civil servants then not only would the state function more effectively, but also our tax bills could go down. My encounters with the French bureaucracy have been entirely negative and I seriously doubt the effectiveness of the system and of the people who run the system.
Did you know that the Banque de France has over 14000 employees (with little to do since the introduction of the Euro), whereas the Bank of England (which is still responsible for running a national currency) only needs 1400...and that's just one example of the waste.
The problems with government over-employment are just a part of the general problems in France. The deregulation of the labour market is an essential step to reform of the entire economy, and until that happens there won't be any meaningful progress anywhere else. Without deregulation there will never be private-sector job creation and unemployment will remain high even with the state employing 25% of the working population (which is ridiculously high).
