Well, you could make a miniature version of the city using the inside of the box as kind of a diorama.

Or, you could put French-themed items in the box. Perhaps a selection from the following list:
a small Van Gogh/Matisse/Money print,
a container of fleur de sel (French sea salt available at many grocery stores),
some French wine or limonade (available at Cost Plus World Market and other places),
some French chocolate,
some French-language music (Charles Aznavour, Edith Piaf, Carla Bruni, Patrick Fiori, Bruno Pelletier, Maurice Chevallier, etc),
a French press coffee pot,
a replica of the Eiffel Tower (a friend gave me a tiny one on a pendant chain),
a picture book about France,
a coupon for a French lesson with a native speaker.

Any or all of these would work.

Really good claret. You could do a food box with things like croissants, french bread, cheese, nice wine or champagne, stuff like that, with tarte tatin for dessert, and have a french style picnic. You don't even have to go out for it, spread a table cloth on the floor and just enjoy. For authenticity you could play french music like Edith Piaf or Charles Asnavour, but that might be a step too far!

A present must at the same time be feasable and surprise the receiver - forget Tour Eiffel, comme ci comme ça, croissants etc - be original - buy THIS :

Once you've bought the alcohol and perfume, check out French Markets in the UK they're touring everywhere right now and they're very good, plenty of genuine articles to fill your box!
If you happen to pass a book shop, check out, Culinaria France ISBN No.3-8331-1129-1 Published by Konemann. It's all about France's wonderfull regional dishes. Real Eye candy and most informative
