Je ne sais quoi means, "I don't know what," in other words, "that little something you can't quite put your finger on."

Rillifane
That's actually " Je ne sais quoi" and literally means in English "I do not know what"

It can be used to signify that something possesses an indefinable quality.

"Je ne sais quoi" means "I don't know what". We use it when we want to describe something that we cannot define. It is the undefinable part that cannot be described. The French philosopher Vladimir Jankélévitch even wrote a book about the "je ne sais quoi".

Je ne sais quoi = I don't know what (literally)

It refers to characteristics that are hard to define. For instance if a lady appeals to you because of her indefinable charm, you can say she has that "je ne sais quoi" about her that appeals to you but you wouldn't know how to explain what it is exactly that you like about her.

~~You're on the right track...Je ne c'est pas..means "I don't know" so Je ne c'est quoi(sp) means a certain "Oh I don't Know WHAT" like you can't quite put your finger on that something Special someone Possesses

it's one of the things like "touché" that English speaking people say, but that we never use (at least me).
