It means how are u but it also used as im ok

Colloquially it is a response to comment allez vous, how are you. You would respond ca va, I'm OK.

ca va is translated as: How are you/ How are you doing/ How's it going

It is generally answered with a response such as:

ca va. (It's going)
ca va bien (It's going well)
ca va mal (It's goin bad/poorly)
pas mal (not bad)
comme ci comme ca (so-so)

it means 'how are you' or, in response to someone saying 'ca va?' to you, it means 'im ok/Im well'.
So:
Bonjour! Ca va? (hello, how are you)
Ca va bien merci, et vous? (im well thanks, and you?)

You can say : "ça va" to mean "all is oK"
You can say : ça va?" to ask "How are you?"

so in french two people can say
- ça va? (how are you?)
- ça va (i'm fine)
