It is the 'Arch of Triumph" built by Napolean to celebrate his military victories. It is located in the middle of the Champs Elysses, Paris' most important street - it's where the Tour de France concludes each year.

There are actually four different Arcs in Paris. The main one is on the Place de l'Etoile. Another smaller one, called Arc de Triomphe du Carrousel is between the Louvre and Tuileries gardens. Other such arcs are the Portes Saint Denis and Saint Martin.
Arcs de triomphe were monuments originally constructed by the Romans to celebrate military victories.

It's in Paris. Napoleon had it built in the early 1800's to celebrate several of his military victories.

The Arc was commissioned in 1806 by Napoleon, shortly after his victory at Austerlitz, it was not finished until 1836.
Engraved around the top of the Arch are the names of major victories won during the Revolutionary and Napoleonic periods.
The Arch is found at the end of the Champs Elysee and is the middle of three arches. The Arc du Carousel stands at the edge of the grounds of Louvre and beyond the Arc de Triomphe to the west in more or less a straight line is the modern Arc du Defense.
Beneath the Arch is the Tomb of the Unknown Soldier, and eternal flame commemorating the dead of the two world wars. There is also a plaque honoring the men of the American Expeditionary force who fought alongside the French in World War I.
The Arc sits in the center of the Place Charles de Gaulle (formerly the Place d'Etoile) where several busy boulevards converge. there is a tunnel that allows you to get to the arch without having to cross the lanes of very heavy traffic.
There is an elevator you can take to the top of the arch which gives very good views.
