I don't know what you define as "an arm and a leg" so its difficult to say.
My favorite hotel is the St. Andres des Artes. A double will cost you 86 euros a night (breakfast included). Its a very basic hotel but very pleasant and well kept and its in the very center of the city rather than some outlying area.
I've been staying at this place on visits to Paris for about 35 years.

I would recommend "L'hotel du midi" very close to the Denfer-Rochereau Metro station. It is conveniently located for travellers (there's a tube station across the street that takes you from and to the airport), there are numerous shops and restaurants around...not a "touristy" area. It is located about 20 mins walking from Notre Dame and the Latin Quartier, and the staff is very friendly. |

I can't remember the name of it but I found a place up by the Gard du Nord that was very reasonable priced. I believe it was under 50 euros as I was on a budget that year. I just walked around checking out the hotels in that area as I was told it was a good area to find cheap hotel. It didn't take me long to find. |
