Depends a bit on where you are, what you are doing and when.
The French still hold on to dressing up and looking good when going out. You won't see T shirts when eating out. It is typical that men wear sport coats or a fashionable coat. Europe tends to be ahead of the US by about two years in fashion... at least that is my experience. (platform shoes were just about out by the time people in the US stated wearing them in 1998 or so)

I am by no means a fashion expert. But my rule of thumb when visiting there is, If I want to look like a tourist, wear my clothes I wear here... If I want to blend in I dress better.

They wear their baseball hat backwards. The jeans hang below the hip and the boxer shorts are hangine out. They also wear wife beater Tee shirts. Jordan Air tennis shoes.. Hey get shopping???
