There are at least three.
The Arc du Carousel built at the order of Napoleon was the first of the three and completed in 1808.
The Arc de Triomphe, which was also ordered built by Napoleon, was not completed until the reign of King Louis-Philippe in 1836.
The most recently built is the Grande Arche de la Fraternité whoch was ordered built by François Mitterrand and dedicated in 1989 although not actually completed until 1990..

There's someone buried under the Arc, a soldier who died during WWI whose identity couldn't be found. He was chosen randomly (among 8 others dead soldiers whose identity was unknown) just after the war by a survivor to represent the 1 400 000 Frenchmen who died during that war. |

the most famous one and the one you are referring to and thinking about is the "arc de triomphe" which is on top of champs elysees, it was ordered to be erected by Napoleon, but only completed after his death.
it has the name of all the military victories Napoleon undertook and the names of his illustrious generals are engraved in the stone.
furthermore, there is a memorial in its center, which is dedicated to all fallen soldiers during wars in which france was engaged, they call it the "tomb of the unknown soldier" allthough noone is really buried there. |
