At least in Paris, one of the purposes for creating the Grand Boulevards was to allow the government to quickly move troops around the city in cases of civil unrest or insurrection.

Carly - you're not welcome to France - please stay in your hole-country -

the purpose is to make them more beautiful -

and in street batlles, from 1944 august 20 th gave shelter to french resistants - many of them were killed and you can see, fixed on walls, small memorial shields with their name and age ( the age is important - very often between 17 yo and 25 )
