Take a train to go to Rouen and after you should rent a car because there is a lot of things to see where you cant go by train.

I agree on the idea of take the train. French Rail network is wide and reliable. And TGV (high speed) trains connect all big cities everywhere in France in an hourly basis. Big bargains available when booking well in advance at SNCF (national rail company) website.

Do you mean cheapest or fatest< when I had a farmhouse in Normandy I found it cheaper by far to drive to South of France than to take the car on the Eurorail, however for a single passenger, go to Eurorail website and look at prices.

The drive is quite beautiful from Paris to the Normandy region. It only takes about four hours, so if you've already rented a car, then take the drive. You'll see chateaus and the incredible countryside. (Which you could see from the train, too, but I've only driven).
