Any part of France outside of the large cities is beautiful and quite appropriate for cycling. It might be best to choose the type of terrain you prefer. The Alps in the southeast are quite different from the plains in the center. You should also consider what sites you want to see. The Chateaux in the Loire Valley are really impressive. The castles and low mountains in Alsace are impressive as well.

We cycled through Alsace a couple of years ago, it was a wonderful experience. There are not many tourists - and - really important - there are good cycle paths.

We started in Basel (Switzerland) and rode up to Karlsruhe (Germany) - going through Colmar and Strasbourg (both in France - in fact, most of our trip was in France). We followed the Rhine river. One tip here: there are bike paths directly along the river, but the are more boring than other bike paths that go through the villages!

Along the way, you go through wine country - so can often stop and taste, visit wineries, and just enjoy a beautiful rolling scenery! Be warned, though, you do go up and down hills... so I would only do this ride if you are reasonably fit. That said, I am only reasonably fit (not a fitness fanatic!) and I covered almost 100 KM a day without killing myself.

I would reccomend Cannes or Nice France, you wouldnt want to cycle through Paris, its just too big and crowded. There are some tourists in Cannes, but for the most part it is in the country side. You should have good water views and some nice hills to climb. I would cycle through that area.
