It's easy, the ones who stare are mostly foreign tourists
In fact it is no big deal anymore. Everyone has already seen boobs before, and some of the views are not always great too.
Now you CAN'T be topless anywhere else (that's true for men and women). In fact we should not even be in bathing suit on the seaside. You have to wear decent clothes. However nearly all the cities aren't doing anything about that. And what's funny is that most of the people half dressed in the streets during the summer are foreigners. I was shocked to see this girl (18-20 yo) this summer in the train in only a swimming suit and very tight shorts. |

The only people who stare are the foreigners (aka the Americans). You see a lot of young teens and old women going topless, but not really women in their twenties or thirties. |

For being French I can tell you that of course there will always be people looking but not always staring as if it was a pervert. Women only get topless at the beach. Usually it is women over 25. you won't often see under 25 years old women topless.
Elsewhere would be an offence and could result in a arrestation. For instance in some coast cities, the mayor said that men must always wear T-shirt. If some are caught top-less by the cops you can get a fine for it.
Otherwise there also are nudist camp where no clothes are needed. You can walk freely in this small village simply naked. Even in stores, at the hotel...
In France it is not a big deal. In France sex is not as taboo as it may be elsewhere like the US for instance. It is not unsual to see breast on TV during prime time or in your TV program magasine. |

I've been to a few beaches in Europe and it is very common for women to go topless. It's a cultural thing. In the US, we're taught that women should never go topless because we're more conservative (Thanks to our religious roots.)

Hi ! I'm French. We don't pay attention to that because we're used to it on beaches.
It's something that I've always seen, since I was born so there's no way to stare.
You can't see topless in other places though. |

Only foreigners or people not used to nude or topless beaches stare. This year I was in France, Spain, Greece and England,
sometimes at topless/nude beaches, sometimes at regular beaches. It is all ages who do this not just young people, it is a way of beach life in Europe, no biggie. |

Everyone is nude, comfortable, and having a good time. So, what's the big deal?
